An Ohio city councilperson has suggested that addicts who overdose should only receive help from EMS services twice if they fail to complete community service or treatment programs. The third time they seek help they would be told no and EMS would not respond to an overdose situation.
The proposal is being studied for legality in the city of Middletown, OH.
