TOLEDO, Ohio - Charges have been filed against a man allegedly caught on video abusing a dog.
WTOL 11 reports Kashif Watkins of Toledo is facing misdemeanor charges after being caught on camera abusing his dog. The video allegedly shows Watkins hit the dog and then carry the animal off by the back of its neck.
Watkins will be arraigned next week.
