Toledo's law department is researching the city charter to find out if the proposed water authority can move forward without voters getting a say.
The Toledo Area Water Authority was announced last month by Toledo and eight suburbs as a way to keep water rates low for everyone. A vote by each community's legislative body is due by mid-March to keep the proposal moving forward.
Toledo's mayor has scheduled a series of Thursday evening information sessions in each of the six council districts to explain the regional effort to the public.
