Toledo's mayor has said hands-off the Collins Park water treatment plant. That ownership issue has some of the suburbs mulling their options beyond a regional water system. So a third party is being asked to help.
Members of a task force developing a regional water authority hired a facilitator Wednesday to offer recommendations from a neutral point of view. Several other sticking points remain in negotiations to make Toledo and the suburbs partners in drinking water delivery within a system that affects more than 500,000 customers.
