Following the defeat of Issue 1 Mayor Kapszukiewicz stated at a press conference " ...based on votes that came in before March 17 it looks like Issue 1 would have passed by double digits." The Lucas County Board of Elections wants to know how the mayor would know that since disclosure of primary election results before April 28 is against the law. Anyone who voted before the election was moved had their vote kept in confidence from anyone and that information should not have been available to the mayor.
But this is Lucas County. The Commissioners are all Democrats, the Mayor is a Democrat, as is most of city council. Is it possible someone gave the Mayor the early voting results from before March 17? Or was he just assuming based on the number of early voters that he could look forward to victory?
