Toledo homicide rate climbing and no one has an answer as to why

An article in the Blade suggests that one of the reasons for the climbing homicide rate in Toledo is low bonding and a "revolving door" at the courthouse. The Blade quotes Toledo Police Chief George Krall as saying “I completely understand that bond is not intended to be a punishment and can’t be used as a punishment. But I think when we see some of our more active criminals and shooters getting relatively low bond with a percentage or getting [personal recognizance bond], it does add to the increase in violence in Toledo.”

Judge Tim Kuhlman took issue with that assessment and called Fred to talk about the public safety assessment tool that the court uses to help determine where bond is set.
